Notes:
- Preparation can pass only when preflight requirements are met.
- Proof of Burn Capability is the only step that produces a Verification Event.
- Verification Events are not counted in burn totals, charts, or burn limits.
- The Verified Badge means the project proved burn capability on-chain (not an endorsement).
